JOB SUMMARY

The CFO is responsible for developing financial strategies and for ensuring they are implemented in compliance with the Public Finance Management Act and other relevant legislation and relevant corporate governance protocols.

He/she will report to the Chief Executive Officer and lead the Finance Department. Within this environment the CFO, in partnership with Executive Management, will provide progressive leadership, excellent financial skills and strong administration capabilities in evaluating the Freedom Park’s service delivery model and in providing new, innovative ideas to the organisation’s financial services. The new CFO is expected to bring a vibrant, proactive, strategic team-orientated leadership style to the finance division and the Freedom Park leadership team. The new CFO will need to initiate creative ways of funding the strategy of the organisation.

To ensure the development and implementation of the effective financial management systems in accordance with relevant legislation and to optimise the financial performance of the organisation

In addition, be responsible for the management and support function in the institution to ensure effective enterprise risk and performance management.

To effectively manage and drive the implementation of fundraising policy and strategy of Freedom Park in order to facilitate achievement of its strategic objectives.

KEY PERFORMANCE AREAS

Develop, implement and review financial and procurement policies and procedures.

Monitor capital budget to ensure effective value engineering.

Develop and implement effective financial and non-financial reporting.

Monitor adherence to policies and procedures to ensure compliance with all statutory requirements.

Develop and maintain a system of internal controls to ensure sound financial and risk management.

Manage and monitor the efficient and effective utilisation of Freedom Park's budget and periodically ensure that financial targets and KPI's are consistent with the strategic plan.

Oversee the coordination and activities of external auditors, ensuring all material audit issues are resolved and all compliance issues are met, and that the preparation of the annual financial statements is in accordance with IFRIS, GRAP and National Treasury Regulations and other required prescripts

Ensure adequate controls are installed and that substantiating documentation is approved and available, such that all transactions may pass independent and governmental audits

Manage the procurement and supply chain management function .

Work with Management to ensure programmatic success through cost analysis support, and compliance with all contractual and programmatic requirements. This includes:

Interpreting legislative and programmatic rules and regulations to ensure compliance with all legislative prescripts such as Heritage Act, PFMA, GRAP, etc.

Manage the Information Communication Technology(ICT).

Manage the Risk Management function of the institution to ensure effective enterprise risk and performance management

Oversee the maintenance of the inventory of all fixed assets, assuring all are in accordance with treasury regulations

Oversee business insurance plans coverage analysis

Manage all fundraising activities of the organisation in order to ensure unified fundraising initiatives for efficiency and effectiveness.

Participate in developing new business, and assist the CEO in identifying new funding opportunities, the drafting of prospective programmatic budgets, and determining cost-effectiveness of prospective mandate delivery mechanisms

Manage and oversee all ongoing and long term development and implementation of the strategic fundraising plan of the organisation.

The above includes as well reporting to the Executive Council Committee on fundraising activities.

JOB REQUIREMENTS

  • A postgraduate degree in Accounting.Completed Articles towards a CA Qualification as a requirement.
  • A qualification as a CA(SA) will serve as an added advantage.
  • At least 5 years’ Senior management experience in managing a complex financial operation, with experience involving budgeting, financial analysis, Revenue and Expenditure management, and accounting in a public sector entity
  • Strong interpersonal and communication skills, as the CFO must develop and maintain positive and collaborative relationships with shareholders, the Management team, employees, staff and external stakeholders and partners
  • Honesty, integrity and ethical conduct at the highest level
  • 5 years Financial Management with financial and management accounting and procurement experience.
  • Competent knowledge in the following: Statutory Public Sector requirements, GRAP, IFRS and taxation, Business environment principles Risk management.
  • 1-3 years’ experience in Fundraising/ Funding processes will be an added advantage.
  • Solid experience in the following skills: MS Office Suite, People management, Report writing and policy development.
